Retail packaging has to work on a shelf and in a customer's hands. It has to stand up, show the product, survive being picked up and put back, and carry a price and a barcode.
The mix is usually a folding carton or a rigid box for the product, a shopping bag or paper bag for the counter, and a tray or a counter unit for the shelf.
